I just got a message on a Magic card trading site where an envelope I sent arrived postage due.

It was a couple of cards in a top loader in a regular envelope, mailed with a stamp. Done this dozens of times. The picture the guy sent me says that 3.39 is due for him to get the envelope. How does that happen?
