Of the choices, I agree with the designer quoted in that the liberty hand between the characters is most symbolic

and looks like what a license plate should.
Overall very meh.
The Excelsior thing shouldn't replace The Liberty State, though. (I thought it was a Marvel comics / Stan Lee thing at this point.)
