One of the two (Bury) has completely failed to even play any of its matches so far.

My guess is that they would promote the usual four teams from League Two, and the defunct teams would be included in the four that are relegated. If they fold completely, my guess is they would promote additional teams into League Two for next season to make up the numbers.
