But what I don't get is that doc focuses on residence location and not parental citizenship status.

So is it just going to affect children of service members who are not actually citizens? Because otherwise "You're not automatically a citizen if you're born on February 30th" is a moot point because it doesn't change the actual reason for automatic citizenship. Or so I would think.
