Maybe he didn't. In that case that was a US program. And we were spurred on as much by the USSR's space program as anything else.

We might have gotten there anyway.

Considering how long FDR was in office, and what a difference the US involvement in the war made that one is harder to argue. But he would not be wholly responsible, considering that it was a coalition of forces that won the war.
