Covert ops in Easter Europe to get demonstrations organized. Keeping pressure with nuclear proliferation so they had to spend more and more money to keep up with us. Military size (I was in the Army during the cold war) and strength forcing them to spend money to keep up.

We played financial chicken and they cracked first. Reagan was responsible for upping the ante so much we outspent them into a depression.
