They cool down radioactive hydrogen to nearly absolute zero. It undergoes normal decay and shoots off particles that have a predictable behavior (relatively speaking. You see what I did there). You can infer the weight of a neutrino by measuring the difference in the behaviour of the particles compared to what you'd expect to happen.
