Implication is that there was a line “and if you investigate Biden I’ll give you $100 million in aid” left out, that implication does not fly and is unconvincing. We can lead by example, leave aside deep state conspiracy theories, and point out that the transcript is clear evidence of gross abuse of power and likely a federal felony
