The 25th Sec.4 grants new power to the Executive, it doesn't supersede or reduce Congressional power to impeach.

I think it's pretty clear the author is referring to ethical reasons of fitness, not capability.
I'd be interested in seeing professional interpretation of the 25th that claims that because it doesn't grant Congress explicit power to make the same declaration as in Section 4 then Congress is therefore prohibited from providing the same declaration via impeachment.
