Legality (in part to cover arguments of ultra vires acts by the house later)

Those lawyers are quite unlikely to write in their menos “it’s legal because whatever you say goes”

I’d bet they’d look at text and case law and the like

I understand that a lot can be justified by lawyers (see John too) but it seems relevant to point out here that you’ll need to find a lawyer (an army) to say yeah you can do this
