I've no doubt that such a strategy exists but in my view if this is his best shot it is weak

in my view, even the less educated and or less ideologically committed understand that
1. you don't sent congresspeople to jail for what they say in congress/congresspeople puff and exaggerate all the time
2. you don't hold america's foreign policy hostage to your poltical gain
only his insane core committed supporters will pretend not to know 1
