I don't entirely disagree, but I do think for many it just creates noise that causes them to shut it off and not pay attention.

It feeds the false equivalencies of the "they're all terrible". So I don't think it's going to convince anyone that isn't in his core, but it does have the effect of suppressing the opposition from growing (people just turn away and don't engage) which is beneficial to him as well. It's how the country gets "comfortable" with his progressively getting even more vile over time.
