In these particular case it seems pretty reprehensible. It's not as clear cut as you stay in your subject matter

Imagine that you think there is a spy. We typically enlist the help of foreign government to make sure we are spying correctly on ourselves.
The blanket generalization you are going for does not work at all, and happens ALL the time.
What makes this problematic is that it is a political ploy. If he simply asked: "What do you know about Russian interference in our election" would you think that's a problem? Wouldn't you WANT HIM to do that?
