If the rainbow crosswalk from my original link,
had just pained white lines between the colored rectangles
and had the colors embedded instead of leaving some of that open space,
I believe FHWA wouldn't have said a word.
There are several examples of more pronounced rainbow crosswalk markings (Philly art district?) that were never challenged.
