What would it actually take for Trump to be successful in personally suing individuals involved in the Russia investigation?

Is he talking about suing people on “his” side for breaching an NDA? Or does he somehow imagine he could convince a judge that everyone involved was acting outside his or her authority in conducting the investigation in the first place, and was responsible for damages against him personally?
