Johan Santana won only 16 while being arguably the best pitcher in the league. A lot of it is luck.

I'm not saying he's a lock, far from it. I think he's too much a strikeout pitcher to do it, but hey why not.
He's been really unlucky, if he runs into a ridiculous lucky streak when he starts winning 5-4 instead of losing 4-3, he's all of a sudden a guy that might get close.
