Watched the first episode of Treadstone. Was a bit confused about the timeline at first, but then I realized (small spoiler)

When they say Cicadas, they're referring to either a stasis or cloning program. Likely some kind of stasis/suspended animation.
Gotta admit, it was pretty kickass for a first episode.
