I'd say the only egregious one is PEI, otherwise MB/SK are on par with the maritimes. On Quebec, I don't see a good argument for over-representation.

On a strict population level Quebec is middle of the pack (but I guess lowest of the populous provinces). If you look only at electors, they have the most per riding.
If you wanted equality on either population or electors, AB, BC, ON, QC should have ~20-25% more seats, cut PEI down to 2, and everyone else about the same (+/- 1). Be tough to draw those boundaries in some of the cities though. Also all excluding the territories. One each for them is reasonable.
