STIS: So we have these "Adult Arcades" here that I think are like slot game (fish game?) places, but gambling isn't legal. What are they?

So I don't think they're slot machines that pay out money. (maybe I'm wrong?)
I don't think they're sexual (i.e. porn) places, either, but that's what comes up when I google Adult Arcades.
But I *really* don't understand what they are, or why I see them around - particularly in lower income areas and old strip malls.

Our smoke shop in town had slot machines in the back and would pay cash. But it was all hush hush.

Gambling is illegal in IL except they do now allow for Video slots and other things in certain establishments (bars, etc.). My guess is that it was
