I just did that as part of the tutorial. I had to put down a "Biofuel reactor" which was one of the portable tech options

then you learn Wiring from the blueprint thing and then you can "build" wire (it's free - no resources). When you're in wire build mode the reactor will have a little green power symbol you click on the start a wire and then you can drag it over to the portal (for example) and it has a similar connector

- Yeah, just go into the build menu ("Z" on PC I think) and one of the items you can build is "Wiring". If you don't have it you can get the blueprint - kilboooooo Nov 1, 08:54
