I think they liked Lamar, but weren't willing to take him with their first pick.

Then once the Patriots (who were the only other team rumored to get him) passed, they decided it was worth the risk.
The Ravens probably can't say Jackson was their guy all along, but they can say they took the chance when no one else did.
Now it seems silly those other QBs were ever rated higher than him.
