I would argue that it's probably more that his hand cannon skill improved.

With a decent chance that his overall skill improved.
You really need to hit headshots to really take advantage of Luna's. It isn't like it was, which is why you don't see it nearly as much as you did before the nerf.
To earn the gun you need to get hand cannon kills and precision hand cannon kills. If you go from that right into using Luna's you are likely still accustomed to hitting those headshots. The gun rewards you for that in that you can still get the kill if your third shot is a body shot. That helps, but you still need to get those first 2 headshots.
