So it appears that's public law 115-232, Sect. 1246 but I can't tell if it mandates a time limit or allows reasons to withhold.

The reason I think that's important is if the charge is withholding appropriated aid 'improperly,' what are the accusers going to point to to support that?
If Trump's defense says "We would have completed the aid transfer within 2019 according to the 2019 appropriation" how do you counter that they did anything improper by not disbursing the aid before the end of the fiscal year, whether for reasons or not?
