I think you're missing the broader point. It's not just that he withheld aid, it's that he used the threat of withholding aid to essentially extort a

foreign government to provide a personal, political favor. It wasn't using foreign policy for national interests, it was for his own personal gain.

I agree his argument will just be that he was concerned about corruption in the Ukraine (even though that completely flies in the face of the fact that he only wanted one thing investigated). I suspect that will probably be enough for his supporters to rationalize their conscience away, but it doesn't make it right.
