The way I've always interpreted it (I have no idea if this is correct or not)

is that the number of samples collected generates the margin of error to the larger group it is supposed to be representative of
i.e. if 900 people were polled and the result was 51-49, a 4% MOE means that the poller is stating that the larger group's results are within 4% one way or the other from these 900 people.
Theoretically, it's a financial decision for the poller on whether they want to increase the number of samples to decrease the MOE.
