I don't think that's it. I think they actually have done pretty well on that front. They've passed several bills that McConnell is sitting on. What

they're doing now is strategic, choosing to focus on what is happening now. Russia just doesn't have the traction this does and there are timing issues. They need this done soon, so there's no time to wait for courts to decide. That's just a recipe to run out the clock.
