I've been toying with concepts around (a) some independent verification of basic qualification as a base line, and then (b) a requirement for some sort of -- (edited)

bipartisan approval , but with each side having a limited number of objections that they can use incentivizing them to save them for truly objectionable candidates rather than just anybody who doesn't share your views. The base line qualification standard would be used to root out a party dumping in horrendous candidates and forcing use of the objections and then just passing the awful ones they really want. I don't think I've fully solved for the gamesmanship, but it's something in that ball park. Appointees would be required to be heard within a limited time so a McConnell can't just sit on them.
