Simpsons help!

I've tried googling this without success.

In some episodes, they go to Itchy & Scratchy Land to ride something new. The joke is that the ride only got approved by three out of five of the safety commision board, and that third judge wasn't cheap.

Anybody remember this and know the episode name?
