Sinatra had played the detective on which the book is based in a couple of previous movies, and thus had a contractual lock on the character. It was essentially a courtesy offer as he clearly couldn't play the character in the vein of what the producers were wanting. Once he declined, the re-writes went into overdrive, varying grossly from the original novel.
