I will agree with you on that. In the Portland Metro area most Wincos are in the suburbs.

When I need groceries I make sure my last sales call of the day is near a Winco. That way I can shop after my sales call and the gas uses is on the company dime (company vehicle).

That said. Safeway is what is known in the industry as a high low store. They will run an ad for items that are below or at cost in hopes of recovering the profit by you buying items way above cost. If you buy in bulk on the sale items when they are on ad, you can leapfrog to when they go back on sale again.
