There are places to buy groceries, but they aren't at all on par with the places you listed.

Inner cities may have small places to get groceries, but the overhead on those stores is a bigger percentage of the store's costs and that means their prices are going to be higher. Never mind the smaller selection.
In many cases you may have to hit a butcher shop, then a farmer's market type place then a corner grocery to get the fixings for an entire meal.
So, availability is an issue. One that us suburbanites with cars tend not to have to face.
