there is really no alternative - you really do have to go work for the guy - cause no one has the $ 4k - and you have to at least try to get the money back.
When is the sister going to straighten up and fly right? never? maybe in a few years? who knows - not you not your father - not anyone for sure.
family sucks but you got to help the one you can: your father - the sister you can't help - obviously.
