He's CinC now. He's getting an earful from the top officers in the branches trotting out the "bad for morale" BS. Because they are higher ranks they

have been in longer and generally hold more conservative opinions on this.
I don't like that he's holding off, but I'm hoping it's because he is carefully weighing the opinions of those officers before enacting a policy change that may make them less likely to want to work with him on other necessary policy changes.
