Iran wants the deal they had and was dropped. And it wasn't merely dropped the sanctions were brutal and set the country back.

The pres thinks he was "negotiating" but other than imposing sanctions he's been unwilling to make any deal what so ever. It's more about replaying old grudges and giving the Saudis more help in their war against Iran. I'm sure Russia gets something out of this as well.
