Take this for what you will because who knows how right people on the Internet are, but...

apparently 6000 ft is the minimum altitude to jump fuel and have it fully burn off before the ground.

2000 ft is the Air Traffic Control minimum for dumping fuel

The plane was at 2300-2400 feet over the city where the school is located.

In theory, they could have stopped dumping fuel and landed heavy, though that does increase risk of fire/damage
