You're not wrong about the emailing, etc, just that Starlink took that into consideration in its design.

They won't ever be near another sat unless that sat has left its orbit.

There are standards, but the current standard to resolve potential collisions is to let the relevant operators work out the appropriate responses since each situation is different.
