no one in his supporter group cares about criminal justice reform (the only positive thing he's done is some of this stuff)

so, the hardcore supporters aren't all that happy and the opposition (mostly) will still hate him.

But the small subset of African-Americans who are open to a new way will see him doing something that affects them above the average. It's about tamping down Biden/Bernie/Pete/Warren to 92% of the Afr-Am vote.
