They have a really high payroll and going over the cap causes an additional amount they have to pay the league. And that goes up if they do it 2

years in a row. The whole discussion of the cubs trading Kris Bryant is because they're at the cap again. It's not so much an unwillingness to spend the money as the extra burden of the luxury tax.
