Her alternative was to vote someone whose off-island assistance wasn't guaranteed to aid a primary threat. She *just* got an immunity idol that way. In voting off Amber, she should have recognized that she might give Rob an idol as well.
You're assuming that Sandra knew how it worked. She had no idea beyond the fact that an idol showed up. Based on the information she had, Amber was literally THE worst person to eliminate.
