And yes, an ellipsis can be used as such, but not 10 times in a paragraph.

this is an actual example from a FB group I'm in:
"I knew NO ONE here ... I had one coworker that seemed nice enough .. she said I could store it in her garage until I moved to a place I could keep it .. now , she has moved from where I live. I have messaged her at least 10 times to get my piano back. She won’t respond... my heart breaks.. what do I do now ?? My mom passed 4 years ago... so I would love to have it back ... what’s the next step ?"
Obviously they know how to use periods, as she did it twice.
