Looking up the rules, there are different ways to use it. I think I'm in the "Use an ellipsis to show a break, or trailing off, of a thought" camp.

Because in my mind my thoughts often trail off. 8-)
I've also probably used "an ellipsis to show a pause in a thought or to create suspense" like your example.
