Everything is proportional. Some delegates awarded at statewide level, some at congressional delegate level.

In each case, anyone who beats 15% will get at least some delegates.
So if we have a state with three Congressional Districts and say the vote is:
Statewide
Candidate A - 40%
Candidate B - 25%
Candidate C - 15%
Each candidate gets some of the statewide delegates
CD 1
Candidate A - 35%
Candidate B - 35%
Candidate C - 10%
Candidates A and B gets some of CD 1's delegates.
CD 2
Candidate A - 25%
Candidate B - 30%
Candidate C - 15%
All three get some delegates from CD2
CD3
Candidate A - 65%
Candidate B - 14%
Candidate C - 13%
Candidate A gets all of CD 3's delegates (by virtue of being the only viable candidate, i.e. candidate over 15%, in the CD. It's not a WTA thing, just no one else broke 15%)
