If it holds, he gets zero of the statewide delegates. He can and almost certainly will still pick up delegates in CDs where he breaks 15.

With how close he is to 15, regardless of if he finishes at 15.1 (some statewide delegates) or 14.9 (no statewide delegates), he'll undoubtedly hit the 15% thresholds in some (not all) CDs.
