I’m guessing they can’t block US citizens from entering the country en masse.

The executive controls immigration but since citizens have different rights it’s probably an issue of can’t rather than won’t.
Responses:
They can get around that (which I doubt is the case) by imposing quarantines on the USA citizens - see cruise ships -- nm

Right. They would have to close all airspace which means domestic flights as well due to open skies treaties. -- nm
