When apartheid ended, the white all fled the city for (walled off) homes and offices in the suburbs (like Sandton).

Given, South Africa is a majority black country, so it's a different situation than the US, to some extent.
Johannesburg now is far from abandoned, it's completely populated. But it's someplace you're told not to go without a tour guide. It looks rundown. And there's not a white person in site.
