He’s handling it like it’s a person. He’s downplaying it’s significance. He’s talking about how his choices are better and effective.

He knows if the results are bad, it looks bad for him so he’s saying and doing things that he thought would make the results less bad but in doing so only made the ultimate results that much worse.
