Sure but if you thoroughly wash your hands as they should have been doing since forever then it's more than 20 seconds. I think people did -- (edited)

some quick wash where they put soap on their dry hands and did a quick back and forth with their palms and washed the soap away. No between the fingers, back of the hand much or up to the wrist.
I'm not shaking anyone's hand ever again after seeing how many people needed instructions on how to wash their hands.
