Well, truth be told, in the Immigration and Customs area you never can take photos. There are millions of such warnings in all airports. (NM)

I was once at JFK T8 international baggage claim (so the customs area) and an employee was going around to people using their phones

I've seen one guy be truly ripped off by an official once. He got a few warnings, and still held his phone.
