They can, they did for 9/11. Closing the markets, though, arguably adds to the disruption and the idea that things are not functioning

I wouldn't close them simply because we don't like what the traders are doing...that just creates illiquidty and worse uncertainty
It's one thing to close them if you can't trade without being in large crowds (not the case)
Closing them because they're "going down too much" is the opposite of what the market needs IMO
