so as much as he wants to, he seems to be resisting (mostly) attacking Trump

He even said today something to the effect that he told Trump that he reached his arms out to work together on this.

Trump is petty. He will spite NY if he feels Cuomo is dogging him. Cuomo can come for Trump later.
